India witnessing NGO boom, there is 1 for every 600 people


NEW DELHI: For a country which till recently had a weak civil society movement, India is now witnessing a boom in the NGO sector. With a population of 1.2 billion, the country could well be the land of opportunities for non-governmental organizations (NGOs) with the Central Bureau of Investigation conservatively estimating 20 lakh of them already operating in states and union territories.

The mind-boggling figures boil down to one NGO per every 600 people. Compare this to the latest government data on police. According to the latest figures from the Union home ministry, India has just one policeman for every 943 people.

But there is an accountability deficit among the NGOs. And that's how CBI got into the picture as the Supreme Court responded to a PIL. Many don't submit details of receipt of grant and spending to income tax authorities, the CBI told the apex court.

EOI empanelment of Institutions to Conduct an Impact Assessment Study

Expression of Interest (EOI) for empanelment of Institutions to Conduct an Impact Assessment Study of the Awareness Generation Campaigns  Implemented/Being Implemented by National Disaster Management Authority  
National Disaster Management Authority (NDMA) intends to empanel reputed Government Organisations/Semi-Government Institutions/Non-Government Organisations to undertake Impact Assessment Study of the Awareness Generation Campaigns Implemented/being implemented by NDMA so as to assess its reach, impact, quality and effectiveness of the various campaigns/initiatives, identify the gaps if any and suggest/recommend measures for corrective action.

Eligibility Criteria
The invitation is open to reputed Government/Semi-Government Institutions (like IITs,/IIMS/IMC/TIS/TERI/Colleges under UGC/Government /Semi- Govt. Organisations(like NIDM/ATIs/NIUA)/NGOs with credible background engaged in the field of impact assessment of awareness campaigns. They should have a team of experienced professionals or Interns for undertaking such an activity.
The Institutes/Organisations must have experience of at least 2-5 years in undertaking such impact assessments. The Institutes should be capable of undertaking the study in any part of the country.
Scope of Work
The scope of work of the agency would be as follows:
i) Impact Assessment of NDMA’s Awareness Generation through sample data collection in the respective target areas of the NDMA’s campaigns/initiatives.
ii) Interact with the target population samples for assessment of a media campaign chosen for evaluation.
iii) Sample size should be representative enough of each medium.
iv) Organize logistics for evaluating campaigns of NDMA
v) Record, analyze responses through field visits to meet the sample target group in consultation with NDMA including review of inputs from the States and submit a consolidated report for each chosen campaign/initiative. The report would, inter alia, include the following:
a) Comprehension of the message disseminated through the campaign, by the people and retention of the messages in their memory of each medium.
b) Ability to cut through clutter
c) Recall: Story, Tagline and likeability
d) Interpretation – Message comprehension
e) Engagement/ Involvement – Recall of specific elements of the advertisement/audiovisual input
f) Impact- Is the message effective enough to influence attitude and activities
vi) Process evaluation and assessment of gaps (if any) between the achievements and expectations based on data collected through surveys conducted in general public for impact assessment
vii) To assess the relevance and impact/influence of the campaign in the context of various mediums of communication
viii) Suggest the need to reform / modify the conduct of the campaign/initiative if any in order to make it more effective.

NCAS Announces Capacity Building Programme on People-Centred Advocacy 27-29 March, 2014 at Bhubaneswar, Odisha

The National Center for Advocacy Studies (NCAS) is organizing a Capacity Building Programme on People-Centred Advocacy from 27-29 March, 2014 at Bhubaneswar, Odisha. NCAS is a social change resource centre that aims at promoting and strengthening rights-based people-centred advocacy. It endeavors to create enabling conditions for people’s empowerment at the grass-roots level as well as to facilitate efforts for human rights, social justice and transparent and accountable governance. It primarily provides support to various grass-root initiatives and people’s movements by way of capacity building, campaign and media support, and research & documentation. NCAS, over the last two decades, has conducted around 250 capacity building workshops for organsiations in India and in some other South Asian countries. 

The advocacy environment in the country has undergone tremendous changes in recent years. A fresh and updated understanding on concept and practice of People-Centred Advocacy is a felt need in these changed circumstances. NCAS is organising a three-day workshop for Odisha-based organisations. On the third day of the programme i.e. on 29th   March, a discussion will be held on developmental schemes and institutions of governance for adivasis in Odisha. Details of the workshop are as follows:

Objectives of the Programme

-          To facilitate learning process on People-Centred Advocacy and the concept and practice of Advocacy in India
-          To understand the relationship between power, politics and policy in order to empower people and advocate a pro-people policy environment
-          To understand the role of the institutions of governance and of the media in advancing the rights of the marginalised
-          To gain skills, strategies and methods for planning advocacy campaign

This workshop is intended for the activists of people’s organizations, and civil society groups and therefore participation in the workshop is by prior registration only. We request all interested to send in their registration applications by March 5, 2014. 

How to apply
-          Send a note about your experiences on Advocacy (English or Odia)

-          Send a registration fee of Rs, 1000 in the name of National Centre For Advocacy Studies,  ( for funding and donor agencies the amount is Rs. 3000)

-          No Registration Fee is required for the activists working with people’s organization.

Governance plays a crucial role in the effective functioning of an NPO. Further, Governance standards of organizations are indispensible in maintaining transparency and accountability of the organization.  Over the years, emphasis on good governance practices within organizations has gained momentum. In the NPO sector, we need to continuously work on promoting good governance.
 For more than two decades, FMSF has been engaging in the area of governance. FMSF have also been one of the pioneers in setting up of accountability standards for the NPO Sector. However, a need for a sustained training program was also felt. The online program on NPO Governance is a humble effort in this direction. The course is framed with the following objectives in mind:

World Bank Group Launches 2014 Development Marketplace in India

DELHI, February 13, 2014 - The World Bank Group announced today the launch of the 2014 India Development Marketplace (DM) call for proposals so that organizations in Indiacan access overall funding of over $1 million for implementing innovative service delivery approaches in the Northeastern states of Assam, Mizoram, and Meghalaya.
The DM is a competitive grant-based program that identifies and supports nonprofit and for-profit organizations that effectively deliver crucial services to the poor. The DM also analyzes effective practices of these enterprises in order to expand innovative solutions in getting crucial services to poor populations.
Following the success of the 2013 India Development Marketplace, the 2014 competition focuses on enterprises that target the Northeastern states of Assam, Mizoram, and Meghalaya. In 2014, the Development Marketplace will award approximately 10 organizations with grant funding up to $150,000 (INR ₹94 lakhs). In addition to the financial resources, the grantees will be supported through a tailored capacity development program delivered with the local partners. Jointly with the South Asia Inclusive Business Models Group of the International Financial Corporation (IFC), a member of the World Bank Group, the DM will contribute analytical work, evaluation of results, dissemination of lessons of experience from peers, and dialogues with investors and governments.
“IDM 2014 will provide an opportunity for innovative and committed social enterprises from across the country, especially those in the North East, to share their work and scale up/replicate them for improving delivery of key services in Assam, Meghalaya and Mizoram,” said Onno Ruhl, The World Bank’s India Country Director. “From providing medical services on boats in the flood affected areas of Assam, to increasing access to cost effective microcredit for rural entrepreneurs in Madhya Pradesh, previous editions of IDM have demonstrated how, with the right kind of financial, knowledge and managerial support, social enterprises can have a profound impact in the delivery of critical services to the poor."
The 2014 India Development Marketplace is inviting proposals from social enterprises that epitomize the objectives of the program; innovative organizations that offer solutions to the most pressing social, environmental, and economic problems. The final selection of grantees will be carried out by a jury of well-known development experts. The jury will award approximately 10 social enterprises with cash grants and technical assistance services for capacity building. Announcing Human Development Fellowships 2014

The International Centre for Human Development (IC4HD) announces 12 human development fellowships for 2014. The fellowships offered by the Centre support innovative analytical work on major human development issues. The theme of this year’s fellowships is Social Protection and Security in the Global South. IC4HD is a joint initiative of the Government of India and UNDP.

About the Fellowships
Fellowships are open to mid-career professionals including academics, civil servants and civil society practitioners. The selected fellows will receive INR 150,000 per month, and will be hosted by the Indian Institute of Advanced Studies in Shimla, India, for either three, six or nine months. The deadline for submitting applications is 02 March 2014.

The fellowships will start on the following dates:
·        1 April 2014, or 15 July 2014 in case a three-month duration is proposed
·        1 April 2014 or 15 June 2014 in the case a six-month duration is proposed
·        1 April 2014 in case a nine-month duration is proposed

Eligibility
Applications are invited from all eligible candidates. Women are strongly encouraged to apply. Applicants are required to fulfil the following eligibility criteria to be considered for the fellowship:
·        Must be a citizen of a country of selected countries of the global South
·        Masters degree in a relevant discipline is desirable
·        Should be between 38 and 48 years of age (at the time of the closing date of the applications)
·        Should have at least 10-12 years of relevant working experience
·        Should not be a UN staff member or a Indian Institute of Advanced Study staff/fellow
The other selection criteria, which will be considered to shortlist applications, include:
·        Exceptional creativity in choice of topic
·        Value addition or new direction to the human development concept, methodology, analysis, application and policy relevance
·        Track record of past accomplishments
·        Time needed for completing the work

Application Process
Applicants whose native language is not English are expected to have the ability to write and converse fluently in English. All candidates must complete a formal application in English, including:
·        Application form (available online), inclusive of the time period preferred and duration of the fellowship (3 or 6 months or 9 months)
·        Summary statement of the objectives of the proposal
·        Project proposal, not exceeding 1,000 words, which does not involve fieldwork with data collection that highlights the main contours of the research to be undertaken during the tenure of the Fellowship which is residential. The questions that the research aims to address, in line with the theme of the fellowship, and the reasons behind their selection should be clearly stated
·        Curriculum vitae
·        Two references (email and telephone number should be indicated). One of the referees should be the current supervisor
·        Pre-approval for leave should be obtained by candidates from the current employer
