Apply for Japan’s Grant Assistance for Grassroots Projects

Deadline: 31 October 2014

The Embassy of Japan in India is accepting grant applications from non-profit organizations (NGOs, educational and medical institutions) eligible to receive foreign funds under the law of the Government of India for its financial assistance scheme ‘the Grant Assistance for Grassroots Projects (GGP)’.

The maximum budget allocated for an individual project is 10 million Japanese Yen. Each GGP Unit has their own fund allocation and corresponding area to support projects, based on State level. The corresponding GGP Units are located in Embassy of Japan, New Delhi, and four Japanese consulates located in Bangalore, Kolkata, Chennai, and Mumbai.

§ Safe Drinking Water and Sanitation

§ Women’s Empowerment

§ Child Welfare including Support for Street children and Elimination of Child Labor

§ Support for Persons with Disabilities

§ Preservation of Environment

§ Corporate Social Responsibility (CSR) projects in collaboration with Japanese or Japanese-affiliated companies

For projects located in Eastern States, the deadline is usually ‘end of October’ but the deadline can be extended according to the GGP Unit in Kolkata. For other states, there is no deadline. Applications can be submitted when the application formalities are complete.

Eligibility Criteria

§ The applicant must be one of the following organizations- international, national or local NGO; medical institute; educational institute; community based organization (CBO).

§ Applicant must be registered organization under the Foreign Contribution (Regulation) Act, 1976.

§ Applicant must be registered organization under the relevant registration acts including national and state acts.

§ Applicant must have minimum 2 years of direct/related experience in the proposed field of activity.

§ Applications are not accepted from organizations that are black-listed or court-listed by the state/central government. Organizations that have pending case with a court are not eligible to apply.

How to Secure Japan’s Grant Assistance for Grassroots Projects

You must submit application form to secure grants for your grassroots projects. Applying for the relevantproject fulfilling all the criteria set and attaching all the required documents is the key to success. Download the application form provided on the link on the bottom of this article and answer all the fields correctly and as per the guidelines.

The final grant sanction time period is approximately 12 months from the day the proposal is received if all requisite documents is available and up-to-date. Expenses that are supported include Procurement of durable equipment, building construction, formal school, rain water harvesting system structure, medical equipment and likewise.

Procedure

3. Site visit to shortlisted proposals by the corresponding GGP office

4. Proposals Short-listing by the GGP Screening Committee and obtaining clearance from the Ministry ofFinance of India

5. Final Selection of the proposal by the Ministry of Foreign Affairs of Japan, Tokyo

6. Grant contract between the recipient organization and the Embassy/Consulate-General of Japan

7. Grant money Disbursement

Documents required

Following are the documents required for any (all) Projects

§ Copy of FCRA Certificate, copies of Form FC-3 submitted to the Ministry of Home Affairs of India for the last 3 years, copies of the registration certificate under the relevant registration act, brochures, pamphlets and annual reports, audited financial statements for the last 3 years, organizational chart with a list of staff and executive members, maps and photographs indicating the location of the project site in the concerned state, quotations of 3 different suppliers of proposed products and/or services duly signed by the suppliers, and sanction letters from the donors. Additional documents for Building Construction Projects

§ The documents which ensure that – the land for the project is possessed by the applicant organization and the construction is approved by the concerned local authorities (e.g. local authority approval in the case of setting up a Primary Health Centre, Educational Institution, Hospital, Water plant, etc.); and the blueprint of the building plan/design prepared and attested by the registered architect (The blueprint should show the exact total area of the building in square feet and square meter). Any changes to building plan before receiving grant should be avoided.

Additional documents for formal schools

§ The documents which ensure the permission to run schools from concerned local authority.

Additional documents for hand pumps or water harvesting structure

§ The documents which ensure the possession of the land for the project; the permission for the installation; and the blueprint of the construction and/or installation plan/design.

Additional documents for medical equipment

§ The documents and/or catalogues which show the feature, details and specification of the equipment.

Please remember that additional documents/certificates could be requested by the corresponding GGP office besides those mentioned above.

Note: Embassy/Consulates-General of Japan never ask for money at any stage of the GGP examination process. If anyone directly or indirectly asks money to initiate the project examination process of GGP, please inform GGP and play role to punish the fraud person/team/group.
